I’m looking to build Dark Mode for my product in 2022. I’m trying to walk the tight rope of user preferences and administrator preferences. Wondering if anyone has successfully implemented a Dark Theme in their tools?

After a few years that Dark Mode has been with us, I think the standard that has settled is leaving it to user choice - even in administrated apps (Slack and Zoom come to mind). Can you elaborate on your conflict?

I guess. my conflict is do I need administrative choice or do I just leave it up to the user? What about browser preference?

The answer is, as always: it depends on your unique product and use case.
If you’re not sure what your product needs, I would start with the simpler option and use that to start collecting feedback
